You can definitely purchase this without purchasing the plan.  However, you will definitely need the account once you are ready for set up.

Yes, you can activate your service anywhere it is available, you can check the availability at starlink.com/map. In your case, you have to activate it once you are going to set it up in your home, if you activate it in the US, you will have to create a new account to transfer it to the Philippines.
