• The switches probably not but the key caps I’m sure you could, you can remove and clean them very easily and they go back on very easily as well.

• Unfortunately no you cannot, they are not hot swappable. They are soldered into the motherboard. Theoretically you can, but you need to buy a solder gun but I do not recommend it unless you are good at soldering.
