As long as you use the same account as before. Your dlc is a digital purchase and all digital purchases are tied to your nintendo account.

log in with your nintendo account on your new switch and go to "restore purchases" from the e shop. you should be able to recover your purchased dlc.

If you transfer your account to your new console you can redownload the DLC

If you are using the same account you made and downloaded and purchased software with your last console using that account, then if you get a new switch console just log into the new switch with your Nintendo account and whatever purchases you made with that account on your old switch should still be available to redownload to your new console. Granted, this is only if you are using the same account you originally purchased the DLC content with and you transfer that account over to your new Switch console.

The DLC is tied to your Nintendo account. You’ll need to transfer your account to the new switch. Nintendo DOES NOT support an account over multiple switches. It has to be on one device.

Go to e shop then go to your profile account then you will see down on selection the REDOWNLOAD.
Select the one you want to download on your new device.

I believe that depends on if you linked a Nintendo account to your old switch and games before getting the new one. If you did, then yes you'll have the DLC. If not, you'll need to buy the game again (if it was not a physical copy) AND the DLC.
