If you use only plain water, which is all you really need, you can absolutely toss it outside. You will need to filter any debris first. The particulate and floor junk ordinarily collected by vacuums is why they recommend against this. However you would empty your mop bucket - do that - probably just want to grab a dollar store sieve to pour it through.
