“Does TiVo require setting up or use via mobile device? I don't have (and I DO NOT WANT) a smart phone. Is there a streaming device that doesn't require setting up and use via smart phone or other mobile device? (Please don't suggest Roku!)”

I have never had to use my cell phone to use this device. Maybe a computer just to sign up for the streaming services but that's it.
Sorry, there was a problem. Please try again later.We set up and are using ours without any other device. Just plug the very small box into the tv and follow any on screen instructions. Occasionally it looses Bluetooth between the remote and the box. To reestablish you hold the very small button on the side of the box until instructions appear onscreen then follow those. It’s very simple.
