Will the camera work with a hot spot from my phone? null

As long as it's programmed to the network then it should work, but if you wanted to use it somewhere else with a different network you will have to reset and reprogram it.

If your phone's hotspot supports an encrypted, 2.4GHz Wi-Fi signal, the camera can be connected to it. However, during setup, your phone must be connected to the same network as the bulb. With that in mind, if you are planning to use a different phone - separate from the smartphone you will be setting up the Kasa app/camera with - as a hotspot, then it may be theoretically possible.
