Yes and yes. Once configured to your phone you can move anywhere in the house and yes you can give a command to turn everything on or off.

If by "any/all", you are referring to Wi-Fi networks, please note that when switching between Wi-Fi networks, the smart plug's network settings will need to be reconfigured.
