If you go over the plan limit of 1.5 GB you can buy a separate card to get just GB. No you do not need to pay $15 a month. Yes you can pay for it at the beginning when get one in store or online. no you don't get charged extra if you exceed what you bought, you just won't have any service and then buy a new card.
