I have been a TracFone user for a long time. I have been using Google voice for a couple years now. May be five. You can use Google voice on TracFone. So like you mentioned, you can use GV using data, or local WiFi. Call quality maybe impacted. There is many great features that come with GV. Note: your friends must call the GV phone number. Then you must answer it when the GV applet is diplayed. Otherwise it will forward to your cell number, and use minutes.

In the event you try to use Google Voice through your device using the Wi-Fi, minutes will still be deducted from your buckets.
