Can you screen mirror on this TV without Internet? null

Yes, BUT. You have to either use an hdmi cable, a phone to hdmi adapter just to mirror. For streaming, best, with Smartcast, both devices have to be on the same WiFi even with no internet. It would be easier if this tv had Bluetooth.
