First, make sure your firmware is up to date. Second, reset all the picture settings so the TV is not doing any special processing on the video. This sounds like a software decode error (i.e. a bug) in the software that decodes the MPEG-4. Each I-frame is followed (usually) by 14 D-frames so the picture would cut out for 1/4 .. 1/2 a second at a time. If it always fails in the same place of the video, in the same way, every time, this is definitely a software bug. I would suggest you get a roku stick which comes with a voice remote, they cost $45 and are fantastic, I liked my roku box (Premiere+) so much I bought a Roku TV (TCL S405).
