“I have a 2017 LG 65" 4k tv. Does the soundbar's SmartCast function only do audio apps, or will it do video apps as well on the televisions display using the ARC setup for video streaming? LG does not have the CBS All Access app that I need.”

If you cast an app directly to the sound bar you can only cast audio only apps.
