• Yes but Windows 10 will only recognizes 2T because it won’t let you partition the rest unless you buy Third party software

• Yes, it is compatible, but I would not recommend it. It would work fine for a couple of months, but after that your computer would likely slow down. If you're using it for office/light use it would be fine, but otherwise I would buy a low storage SSD (solid state drive) to put windows on because it will run exponentially faster, then you can use this drive simultaneously for all files other than windows. If you only want one drive at least get a 7200RPM HDD (hard disk drive) which isn't as slow, this one is a 5400RPM HDD which is the lower end of storage space and is usually only used for Videos, Pictures, Documents, etc.
