• It doesnt continuously spin, but it doesnt really go off.

• My drive spins down when not in use. Not sure of the idle time before it spins down. WD used to have a Hard Drive utility that you could use to set whether the drive spun down or not. Not sure if they still have a version of that floating around. You might try their website for it.
