There are apps available, but they'll only work if your phone has an integrated ir blaster. Most phones don't have one. A list of phones that do can be found here- https://en.wikipedia.org/wiki/List_of_devices_with_IR_blaster#Smartphones There are some hardware solutions available for phones lacking this feature (iphones, for example), but these options are not necessarily cheap.
