If you want a correct weight of your cat then yes it does. If you need to put it on carpet you can always put it on a mat or board.

Sorry, there was a problem. Please try again later.It is recommended but I didnt have that option in my home because the bathrooms are too small and I wasnt going to have it in my kitchen. I am planning to go to HomeDepot and buy a piece of board to set it on. Having it on a flat surface will help it to tell which cats use it and when. :)
