Hi Dek, thank you for your inquiry! The Litter-Robot 4 does come with a power supply and must be plugged into a wall outlet in order to operate. WiFi is not strictly required for its basic operation, so even if your WiFi is weak you can still use it for the self-cleaning cycles. That said, a good WiFi connection is strongly recommended if you want to take full advantage of the Whisker app features (remote monitoring, notifications, updates). If your WiFi signal is poor in the room where you plan to place the unit, you may want to consider positioning it closer to your router so the app features work reliably.
