No, I recommend at least a 500 watt PSU for use with any mid-tier GPU (like the Radeon RX590) and 750 to 1000 watts for high end GPUs. One must also consider the power requirements of the whole system (CPU, RAM, Mainboard, SSDs, other LRUs, etc) and not just the GPU. If the combined system needs, for example, 400 watts at full load then you should select a PSU that provides at least 20% more capacity (480 watt, round up to 500 watts) to account for efficiency losses as the unit ages.
