Yes. RX 6600 will bottleneck the 3600xt cpu at approximately 30%. This will have a slight noticeable effect in performance.

For easier gaming tasks yes but I highly reccomend buying a 5700x similar to the one in my current rig. The compatibility there provides no hangups allowing me to play modern releases on high with 70 to 80 frames easily. Even still the gpu will pull its weight until you can upgrade. Looking at compatibily sheets a 5500 is reccomended to get the most from the gpu atleast
