Ordered Online - Recieved Empty Box - Not refunded

I ordered online, but did not receive the product. The box I received had some weights, bags, and other random items. I reported to Best Buy the instant I got it. I was promised a refund; the account shows it was refunded, but the credit card was never credited. Follow up with calls, they confirmed it was not refunded. I was promised an email response in 72 hours, but received nothing in two attempts. It has been several weeks already. I opened a charge dispute. Not sure why they would ship a moderately expensive item in a box showing its contents. I won't order online from Best Buy again.
