Since Chromebooks are variants of Linux (no matter how slight) - that ram you think is used but isn't is being held back as idle ram waiting to be used. To get a better picture run "free -m' either under chrome's console/terminal. Or run it under the Linux Chrome environment. You have (almost) all 8gb at your disposal!
