Q: If I connect my PC to my TV, with this cord, will it be split screen or mirrored?
A: This depends on the PC. You would connect via HDMI and then set your PC to display extended in settings. This would give you split screen and not mirror view.
Q: Can this connect to my VISIO non smart TV and provide wifi to my earbuds?
A: No. It only provides software for the TV to connect with the phone app.
