Q: What's the difference between and IPAD with just wifi and and IPAD with wifi and cellular?
A: The one with Wi-Fi means you can only connect to your own Wi-Fi or personal hotspot. The one that says cellular you can connect it with your carrier and make it wireless, also with the option of Wi-Fi.
A: That you can choose a carrier or cellular provider instead of being “locked “ in a specific carrier when you purchase the device. You can choose for example AT&T, Verizon or T-Mobile or another cellular provider
