Q: do i have to activate a plan to purchase ipad? thanks
A: No. You can purchase the unlocked cellular version and add service at a later date. There is a list of providers that an unlocked version is compatible with. There is a code on the back of the box that your provider can type in to ensure that the model is compatible with their service.
A: WiFi only means that your iPad will only connect to the internet via WiFi. WiFi plus unlocked means that's you can put in a sim card and use mobile data from any carrier since it's unlocked.
Q: Is this unlocked iPad compatible with AT&T?
A: I use my iPad with AT&T and it works great. I transferred the SIM chip from my old iPad and got it working without any assistance from AT&T or Apple.

A: Unlocked means you can use any service provider I.e T-Mobile,at&t or version SIM. Reason for having SIM card in IPad is that you can use internet if your provider provides you 4G or 5G data in that way you dn’t have to rely on wi-fi always. You can't call like phone but you can call via the app which works with data.
Q: Can I use a walmart SIM card with this ipad?
A: I do believe so, it's unlocked and Walmart uses the networks of known carriers.
