A: it has 2 racks. NO TIMER. I would not buy it again.
A: It's 16 inches across the front, from left to right. Plus, there are vents on the left, right and top, so you need to allow space for the heat those throw off. We were surprised to read in the manual that you're not supposed to use this toaster oven under cabinets. That's because it generates a lot of heat--more than the old toaster oven we replaced. So allow plenty of air space around this oven.
