If you're not working with very large files, it's especially good for Photoshop users because Photoshop favors single-core speed over multi-core use, and this is a very fast processor when one core is maxing out. If you work with very large files or do a lot of photo-stitching, a machine with more RAM will be noticeably faster, if that's important to you. I can't speak to video editing personally, but as a 4 core processor it should be decent, if not spectacular. The 6 and 8 core Intels and AMD's will be better. One thing to keep in mind is that the Xe Max graphics card is new, and there will be compatibility issues until Intel and the software-makers sort out driver issues.
