Q: Can this be used with a window ac or a portable floor ac?
A: It can handle up to 1800 watts, so if your AC draws less, it should work, however, I have not used them to power that type of device and motor loads are different than incandescent/led lights, so you might want to check directly with iHome. I have found these unreliable in use, so I would not recommend them.
Q: Can this plug be connected to Apple HomeKit and Alexa simultaneously so either app could control it?
A: Yes, you set up an iHome account and you can connect that account to a number of different apps and bridges and smart home speakers simultaneously. I use mine with Wink, Alexa, Apple HomeKit, and Google Home, simultaneously.
A: Please check the specs of your television. This will not work on newer televisions because the plug responds to on/off rules (commands). If you turn the television "off" (example unplug the TV). When you plug it back in to the wall, the power will not come on unless the power button is pressed manually.
