Q: Will i need a Pc tower in order to use it or can i use it like a desktop without the pc tower
A: Short Answer: Yes, you will need a PC tower. Long Answer: Computers come in a variety of forms, most of which being referred to as a "tower", and a desktop that doesn't require a tower, but in fact has all its components inside the computer, is called an "all in one". This monitor isn't an "all in one" computer, just a monitor.
Q: The description says 1ms motion blur but the specs say 5ms response. Which one is it?
A: It's 5ms on the refresh rate. There is a 1ms refresh rate. However, that's only when the monitor is in gaming mode, with a display port connection, and other parameters that need to be met. I don't play games that require a high refresh rate but the 5ms refresh rate works on the games that I play.
A: Yes, you can split screen. You will need to install the LG software that gives you multiple screen options. I didn't care for the software so I just used windows 10 snap to window function. FYI...3 Word documents can be displayed across the monitor at 100% zoom. Multi tasking is much easier with this monitor.
Q: Is there a long arm swivel wall mount for this screen?
A: Yes, there is. The recommended wall mount is the 100mm x 100mm VESA wall mount standard.

A: I purchased mine in the US so it had a US power cord. The power is supplied by a power brick that comes with the monitor. Since the end that is plugged into the outlet is a standard, 3 pin power cable used for desktop, printers, and monitors, I would think you should be able to use a 3 pin EU power cable.
