Q: Can thhis be used with stairs outside the pool rather than inside
A: That’s a negative! We tried that and they float up to the top of the water. The larger stairs go in the pool and they float as well. Not as badly as the ladder but they do float. We are currently using barbell weights to hold it down. Other than that, great stairs!
