A: It plugs into the wall. If you want something that runs on batteries you should get the Hue Go.
A: The Bloom is brighter with a more focused beam of light. The Go is more of a diffused light, think of it as providing light, not spotlighting it. The Bloom is designed to sit on a flat surface with the angle up. Sitting on the floor would not allow it to shine high up unless it were way back and as you go farther back, the light will be dimmer where it reaches the wall. To aim downward would be tough as far as I can tell. The Bloom sits flat on a angle cut round base about the thickness of two fingers. There is no mounting point on it to mount it upside down and it has some weight to it so any tape would not work.
