Q: Are these good for listening to a TV, and for an elderly person?
A: Short answer is yes. However, long periods of use can fatigue the ears so fit is really important.

A: If tv has Bluetooth or not you can still use wireless headphones. if it does, you can sync to each other. if tv does not, you can use a transmitter. look on youtube you'll find videos to show you how.
Q: will this work for watching tv? How about on computer?
A: Yes if devices are bluetooth compatible. In my father-inlaws case tv was not bluetooth compatible and we had to add a bluetooth transmitter to tv before we were able to get the headphones to work with the tv.
