Won't turn on...can't tell if it's a good deal.

I do believe I was shipped a returned model. No remote, no screws or related hardware, and the unit won't turn on. I had an engineer and an electrician on hand to install it and test the voltage and power outlet. Can't return due to two week return window (which is ridiculous). Too big to be used as a paperweight.
