Can I use this to connect my Apple TV 4 to my sound bar? null

I would say No. This switch is a source selector that is looking for an source input and does not create an internal loop from one input to the other. This device is not a router. If it were you could do what you want to. Better to take the audio output of your TV to the input of your sound bar.

No. Sound bars generally do not use an HDMI cable. Sound bars use an optical cable. I connect my  TV to my television and then connect the television to the sound bar through a digital optical cable. Second option would be to connect your optical cable to your  TV then directly to the sound bar.
