“I have a wireless mouse & keyboard combo. I lost the USB receiver shortly after my purchase. Best Buy says to call Microsoft to replace it; unfortunately, they don't offer a replacement. Will this plan replace it? Or did I just waste my money on both?”

losing something is not a product defect covered by warranty , sadly, otherwise I'd lose my entire computer and get a replacement, obviously you're gonna have to look online or in other stand alone computer shops in town to try and find a replacement. you can always hope to find this USB part where ever it was you lost it.
