• I have the PS4 Pro and Xbox One, both run in 4K 60hz on it! The picture added is directly from PS4 info.

• It should be able to run 4K at 60hz, although you may be disappointed because the games currently advertised as 4K are actually just overclocked hd and not 4K. I run my laptop and PS4 pro through it and they both output the full 4k

• yes, however you might want to consider finding a 4kTV with HDR for consoles. Unless you're considering a transition to PC. The depth of color that HDR offers is a much more significant upgrade than just 1080p to 4k. However if you ARE going to be using it for a PC, for gaming at least, I'd stick with a monitor for now, PC's HDR standards are still a disaster and higher refresh rates demanded for smooth PC gaming are such that you'll want to have a 60+ Hz monitor rather than a 30 Hz TV.
