“How long should I charge it before I can turn it on and use it for the first time? The instructions are very limited and don't say I have to wait at all. They just recommend plugging it in before turning it on.”

After 10 minutes of charging, you will be able to turn it on but it won'y last long enough to actually do anything. Charge it for at least an hour if you're planning on taking it out somewhere and using it.
