• Yes it can. I just didn't like the way it worked. I liked windows better.

• Yes, you can use tax software on a Chromebook, but only through web-based versions or Android apps. You cannot download or install traditional desktop/CD tax software, such as TurboTax Download, because Chromebooks run ChromeOS. TurboTax does have a web-based version.
