• No, and Chromebook by design will not allow you to use the Android apps for Microsoft Office/365. You are able to use those applications in the cloud. Google has its own Office suite (Docs, Sheets, Slides) which are intended for use with Android and Chromebook devices. Any web-based office suite will work with this as long as it's compatible with the Google Chrome browser (and it would be really, really strange if it wasn't.)

• No but Google Play Store has Microsoft Office apps that you can download to use.
