“When a newer version comes out (Photoshop Elements 2019) will I have to pay full price for that to or is there a good size discount if you already own 2018? Maybe someone who had 2017 and updated to 2018 will have an answer for this? Thanks in advance”

When Adobe PE releases a newer version they usually offer a discount if upgrading from the previous version. The regular price of PE that last several years has been listed as $99.99 with the upgrade cost of $79.99. However Adobe frequently offers a sales price as well as retail outlets (BestBuy) at the cost of $69.99 throughout the year.
