• Elements is a One time purchase, but you will have to pay when they come out with a later version and you want to upgrade

• Yes Photoshop Elements are a one time purchase for each edition. For the casual artist it is a superb program that will more than satisfy your needs. Plus the learning curve is much easier than the full Photoshop program (and also Much cheaper)
