Lightroom itself will do what you need!

The basic image corrections and cataloging are included in Lightroom along with some more advanced spot correction capability. The idea is to be able to quickly clean up a straight from camera image without having to deal with all of the advanced features in Photoshop. For more advanced photo editing you would then open the image in Photoshop and deal with the advanced stuff there. Editing exposure/ brightness/ contrast/ tint, etc can all be done in Lightroom. If you want to select and change a background of an image, that is more of a Photoshop task. Lightroom 6, as sold by Best Buy, is not the current version of the software but is the last version available without using Adobe's Creative Cloud subscription. Lightroom 6 costs around $150 but that is all you pay. The newer versions of Photoshop and Lightroom are subscription based and cost around $10.00 per month for the Photographer's package. There is no longer a version of Photoshop that can be purchased with a one time cost so I am unsure where you are getting the "$200" figure. Full versions of Photoshop were in the $700-$800 range when you could get them without the subscription. If Lightroom and Photoshop are too pricey for what you are willing to spend, there are a number of cheaper alternatives coming to market to counter Adobe forcing customers into a reoccurring subscription. Googling "Lightroom CC alternatives" will likely provide you with several more economical options but the Adobe products really have become the industry standard for photo editing.
