My answer is; probably. If you don't already have the software, I suggest catching a Youtube video on the subject. However I do believe there is a picture-in-picture feature that would allow you do shrink the "viewing size" and put text on the side. There are a good number of editing features available on Premier, but you'll have to go through the tutorial to learn them all. I'm sure there's a Youtube video on the subject , somewhere.
