The arm rests are a very stiff foam/poly something covered; not a hard plastic, slightly softer. Picture below I'm pushing fairly hard with a pen.

hard plastic but this chair is the best if you set in it for long hours.i have neck and back prolbems and this chair will kept you in line

Yes, they are lightly padded. Not soft and squishy, but padded enough that they feel good on your elbows.

The arms are not padded. They are hard plastic, and are adjustable in 2 ways. The arm height vertically, and the arm rests adjust horizontally in and out for 3 different positions. Center at your waist, and in toward your waist and out away from your waist. Does that make sense? They are very comfortable.
