“I am able to pair to headphones but not to iPhone. How can I pair it to my phone? My phone gets telephone call directly to my hearing aids and I want the TV to connect to the hearing aids as well. Blue tooth is on for the hearing aids.”

To pair to phones you need to change the mode of the unit and be in RX mode. RX is for receiving and is best for receiving Bluetooth from phones, tablets, and computers. TX mode is for transmitting to things like headphones, earbuds, and speakers.
