“Could I use this to add bluetooth to a desktop and transmit to a receiver?”

• Yes you can. I have this connected to my desktop's optical out port and connect my Bluetooth headphones when I need some audio privacy. It should work the same with any bluetooth capable device. It might take a few tries if your receiver can't display all nearby bluetooth devices like on a cellphone.
