You have to press the button. It'll also automatically shut off after awhile if a device isn't connected to it.

You may have to press the power button to either turn on the transmitter or reconnect the device. From the user manual: Using ABC53F with power connected Here are the steps to follow if you want to use ABC53F with power connected. ABC53F will stay in standby mode as long the power is connected so your Bluetooth device can reconnect automatically after you are within range. 1. Make sure ABC53F is turned OFF. 2. Connect the larger USB end of the cable provided to your PC / power adapter / TV’s USB port and the smaller end to the charging port of ABC53F. 3. Follow the pairing instruction to pair your device. https://aluratek.com/documents/get/document/id/958/ ************** That said, it doesn't say if that applies to both transmit and receive modes. Also, it seems to pair and then connect best in transmit mode when your receiver is powered on first. For a definitive answer you may want to contact Aluratek support.
