Is this High Efficiency or low efficiency washer? null

The washer is not a high efficiency washer.

It is a high efficiency washer and you will need to use high efficiency laundry detergent.

Most "High Efficiency" washers are front loaders (they use less water) and have energy-saving motors and controls. Top loaders use more water BUT may use the same amount of electricity as a front loading high-efficiency machine. The best bet is to check the energy use sticker on the machine and compare it with a machine marked as being "high-efficiency". Honestly, these days the term "High Efficiency" is more an advertising term than any real indicator of how efficient the machine is. The bottom line is: Check the Yellow Tag on the machine and compare. Other note: Top loaders are generally more gentle on delicates than front loaders since in a top loader the clothes float in water while in a front loader they keep falling into water from the rotating drum. Front loaders are also more door leak-prone than top loaders.
