• No,you need wifi from an internet provider or use the free wifi at various locations but these are not secure!

• No if you have wi-fi your good, you can save some money on the tab u buy if u don't have to have wi-fi just depends on your needs. So no u can do everything u want without a contract if u have wi-fi your good.
