To my knowledge, Amazon devices do not support Emergency 911 calls even when utilizing a personal cellphone service.

"Hey Siri, call 911" works. You can use the GroupMe app to have Alexa notify loved ones in the case of an emergency. ... There is another option though, which involves using any android tablet and Google or Siri and setting those up with your Echo so you can say "Alexa, dial 911" and a call will be made directly to 911.
