• If by updates you mean new skills and integrations, then yes, when you configure/enable skills with Alexa they are available on your other Alexa enabled devices.

• Yes, Tap is another extension of the Echo/Alexa platform. Everything is controlled from within the cloud platform, not locally on the device. So dot, echo, and tap should all benefit from the same services, albeit with potentially different levels of effectiveness since Dot's speaker leaves much to be desired, and Tap isn't an always listening microphone.
